are the Motor Vehicle Related laws that change in 2009 in effect from
1/1/09 from

IN
2009, THE PRICE OF "FIX-IT" TICKETS ARE GOING UP BY $35 AND THE FEE TO
GO TO TRAFFIC SCHOOL FROM THE COURT RAISES TO $64 (FROM $39). REGISTRATION AND
VEHICLE LICENSE FEES ARE RISING TOO BECAUSE OF THE BUDGET SHORTFALL.
TEXTING WHILE DRIVING! PHONE USE:
SB 28: This law prohibits a person from sending text messages or e-mailing from a Cell Phone or PDA while driving.
The law already prohibits the use of cell phone for anyone 18 and over unless it is “hands-free” as of 7/1/08, and no one under 18 can use a cell phone or text while driving.
PARKING TICKETS FROM PREVIOUS CAR OWNER
AB 2401:
This bill changes the law so that a current car owner cannot be liable for the parking citations or toll evasions of the previous owner. Obviously, this law cannot be used to avoid tickets merely by transferring ownership.
GPS NAVIGATION DEVICES:
Because of the popularity of new
aftermarket GPS devices, the new law only allows them to be mounted in a 7 inch
square area in the lower left corner of the windshield or the lower right
windshield corner of 5 square inches. If mounting ON the dash doesn't obstruct
ANY view of the road, it is acceptable, but that rarely would be the case.
